The Arkansas Mitigation Branch has sponsored a statewide storm shelter rebate program since October 1999. The rebate is for persons who have installed storm shelters or safe rooms in their homes since January 21, 1999 and it pays 50% of the cost of the storm shelter up to $1,000.

The storm shelter rebate program is funded by the Arkansas Legislature. To date, the state of Arkansas has dispersed over $14,000,000 to it's citizens through this program. 


UPDATED 8/10/15: The storm shelter rebate program is currently open and accepting applications for storm shelters installed before June 30, 2015. Below is a quote from the ADEM website.

"After hearing the concerns of Arkansans, ADEM will begin accepting applications for shelters installed on or before June 30, 2015. Applications will be accepted between August 4, 2015 and 4:30 p.m. on January 29, 2016. ADEM made recommendations to Governor Hutchinson regarding the closing of this program and he has approved this course of action.

In order to apply, you must send the application and required documents to your county emergency management office or mail them directly to the ADEM. Every county within the state of Arkansas handles the application process differently. Some counties will process the application for you and others will require you to mail your application directly to the ADEM. It is best to contact your local office of emergency management for direction on their policy. A list of local OEM coordinators can be found HERE

The documents required include: the application, a receipt or invoice as well as proof of payment, pictures of the shelter and a signed affidavit from the contractor who installed the shelter. The affidavit certifies the shelter meets FEMA Publication 320 standards or National Performance Criteria for Tornado Shelter standards. To download an application packet click HERE.
